TIM HOLCOMB: National recruiting services Rivals.com and Scout.com having taken note of ULM's recruiting class this year, which is shaping up to be one of the Warhawks' best ever.The Warhawks' current crop of 16 commitments is ranked No. 85 on the Rivals.com team rankings and No. 86 by Scout.com. That is the program's highest ranking dating to 2002, when the two services began keeping track of almost all Division 1-A college programs.ULM is currently ranked second behind North Texas in the Sun Belt conference by Scout.com and third in the conference by Rivals.com (behind North Texas and Troy). In both cases, ULM has put some distance between itself and the remaining Sun Belt programs (i.e., ULL, Arkansas State).How impressive is the Warhawks' current ranking? 3i sets its focus on eye surgery specialist
Corporación Dermoestética, a Spanish plastic surgery provider, has accepted a £174.5m ($347.8m) offer from 3i, the UK private equity group, for Ultralase, a British subsidiary specialising in laser eye treatment. Dermoestética revealed at the end of November that it was in exclusive talks with 3i that could lead to a full takeover bid. Ultralase will join 3i's diverse portfolio of healthcare investments across Europe and North America. These include stakes in companies such as PaperPak Products, a manufacturer of adult incontinence products, and Groupe Carso, a French testing services company. .

SFWMD approves Miami-Dade's 20-year water permit
With Miami-Dade County's promise to build about $1.9 billion in water projects, the governing board of the South Florida Water Management District approved a permit on Thursday for the next 20 years of the county's water use. The consumptive use permit allows Miami-Dade to use about 76 million more gallons of water a day by the time everything is built. That would support the county of 2.4 million people to grow to 2.7 million residents by 2027. However, the permit is contingent on the county building those water projects along a strict timeline. The district could revoke the permit and limit water allocations if the county doesn't perform. "Not only does it impose deadlines for the project to be in service, it also requires interim milestones to ensure the financial service plans are met," said Santiago Echemendia, a Tew Cardenas attorney in Miami who represents the district's governing board.
Clegg retreats on 'free for all' care of elderly
But junior health minister Ivan Lewis, responsible for care services, said: "These proposals are uncosted so the guarantee is not worth the paper it is written on. We don't know who will get what and frankly this amounts to a retreat and U-turn by Mr Clegg on previous Liberal Democrat policy which said that elderly people would get free care regardless of income." Age Concern's director-general, Gordon Lishman, said the Lib Dem plans represented "an important contribution to the debate about how to remedy the scandalous failure of the current social care system in England". The King's Fund chief executive, Niall Dickson, said that a sharing of costs between individuals and the state "does appear a sensible way to provide an affordable and sustainable way of providing good social care for all".
